Surrender of certificate.—Every producer of films who ceases to carry on the production of films shall, within thirty days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form VIII of the manner in which every copy of a book held by him has been disposed of.
