Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a motor vehicle dies, his legal representative shall, within ninety days of the death, intimate the death to the Regional Transport Authority in Form 30, surrender the certificate of registration to it and furnish a statement of every permit then held; and the Regional Transport Authority shall enter the intimation in the register within forty-five days of its receipt.
