Application for registration.—Every person carrying on an industry carrying on the discharge of effluent shall make an application for registration to the Environmental Appellate Authority in Form V, within one hundred and eighty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every consent held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
