Surrender of certificate.—Every person carrying on an industry who ceases to carry on the discharge of effluent shall, within sixty days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form IV of the manner in which every monitoring report held by him has been disposed of.
