Conditions of registration.—Every person carrying on an industry shall carry on the discharge of effluent only at the premises specified in the certificate of registration, shall keep every register of consents in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of consents for inspection on request by the Assistant Conservator of Forests, and shall not part with the certificate of registration to any other person.
