Surrender of certificate.—Every owner of a plotted development who ceases to carry on the development of plots shall, within seven days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form A of the manner in which every occupancy certificate held by him has been disposed of.
