Surrender of certificate.—Every ship repairer who ceases to carry on the repair of ships shall, within thirty days of such cessation, surrender the certificate of registration to the Mercantile Marine Department in person or by registered post, and shall inform it in Form 4 of the manner in which every cargo held by him has been disposed of.
