Application for registration.—Every ombudsman under a scheme carrying on the resolution of complaints under a scheme shall make an application for registration to the Arbitration Council in Form C, within sixty days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every statement of claim held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
