Safe custody.—Every owner of a vehicle used for election purposes shall keep every account of election expenses to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of vehicles for election purposes is carried on, shall record in Form 12 the description of every account of election expenses so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Electoral Officer within twenty-one days of the close of each year.
