Application for registration.—Every permit holder carrying on the use of a transport vehicle shall make an application for registration to the State Transport Appellate Tribunal in Form 23, within ninety days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every certificate of fitness held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
