Surrender of certificate.—Every manufacturer of cosmetics who ceases to carry on the manufacture of cosmetics shall, within fifteen days of such cessation, surrender the certificate of registration to the Director of Health Services in person or by registered post, and shall inform it in Form 20 of the manner in which every batch held by him has been disposed of.
