Application for registration.—Every petitioner before an authority carrying on the presentation of petitions shall make an application for registration to the Registrar of the Commission in Form E, within fifteen days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every return held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
