Surrender of certificate.—Every petitioner before an authority who ceases to carry on the presentation of petitions shall, within seven days of such cessation, surrender the certificate of registration to the Registrar of the Commission in person or by registered post, and shall inform it in Form E of the manner in which every notice held by him has been disposed of.
