Safe custody.—Every owner of a building near a defence work shall keep every pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the erection of buildings near a defence work is carried on, shall record in Form F the description of every pass so kept and the date on which it was received, and shall furnish a copy of the record to the Station Commander within forty-five days of the close of each year.
