Application for registration.—Every procuring entity carrying on the procurement of goods and services shall make an application for registration to the Controller General of Accounts in Form GFR 21, within fourteen days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every bid held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
