Grant of certificate of registration.—The Appellate Tribunal shall, on being satisfied that the application is complete and that the fee of two hundred rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form IV within forty-five days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every set-top box stated in the application.
