Application for registration.—Every empanelled consultant carrying on the provision of consultancy services to the Government shall make an application for registration to the Controller General of Accounts in Form GFR 25, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every voucher held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
