Surrender of certificate.—Every empanelled consultant who ceases to carry on the provision of consultancy services to the Government shall, within seven days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 12-A of the manner in which every account held by him has been disposed of.
