Application for registration.—Every recruiting agent carrying on the recruitment of persons for employment abroad shall make an application for registration to the Foreigners Regional Registration Officer in Form D, within fourteen days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every emigration clearance held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
