Manner of service of orders.—An order or notice under these regulations shall be served on the open access consumer to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form III, or by electronic mail at the address furnished by him; and the Petroleum and Natural Gas Regulatory Board shall record the manner and the date of service within thirty days of the service.
