Application for registration.—Every open access consumer carrying on the drawal of electricity under open access shall make an application for registration to the Petroleum and Natural Gas Regulatory Board in Form I, within one hundred and twenty days of the commencement of these regulations, accompanied by a fee of one lakh rupees and a statement of every register of consumers held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
