Safe custody.—Every open access consumer shall keep every register of consumers to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the drawal of electricity under open access is carried on, shall record in Form II the description of every register of consumers so kept and the date on which it was received, and shall furnish a copy of the record to the Petroleum and Natural Gas Regulatory Board within sixty days of the close of each year.
