Appeal.—An appeal against an order made under these rules shall be preferred by the owner of premises used as a polling station aggrieved by it in Form 7 within forty-five days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of twenty-five thousand rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
