Application for registration.—Every publisher of proactive disclosures carrying on the publication of proactive disclosures shall make an application for registration to the State Information Commission in Form E, within seven days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every fee receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
