Application for registration.—Every owner of an inland vessel carrying on the plying of an inland vessel shall make an application for registration to the Port Authority in Form 3, within ninety days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every cargo held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
