Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the direct-to-home operator shall apply to the Advisory Panel in Form V for a duplicate, accompanied by a fee of twenty-five thousand rupees, and the Advisory Panel shall issue a duplicate certificate marked as such within fifteen days of the application.
