Application for registration.—Every direct-to-home operator carrying on the provision of direct-to-home broadcasting services shall make an application for registration to the Advisory Panel in Form I, within sixty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every film held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
