Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the publisher of an opinion poll shall apply to the Election Commission in Form 2A for a duplicate, accompanied by a fee of one thousand rupees, and the Election Commission shall issue a duplicate certificate marked as such within twenty-one days of the application.
