Surrender of certificate.—Every grantee who ceases to carry on the receipt of grants shall, within forty-five days of such cessation, surrender the certificate of registration to the Comptroller and Auditor-General in person or by registered post, and shall inform it in Form GFR 12-C of the manner in which every contract held by him has been disposed of.
