Surrender of certificate.—Every person subject to an inquiry who ceases to carry on the appearance before an inquiry shall, within ninety days of such cessation, surrender the certificate of registration to the Registrar of the Commission in person or by registered post, and shall inform it in Form E of the manner in which every notice held by him has been disposed of.
