Safe custody.—Every retail outlet dealer shall keep every cylinder to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the retail sale of petroleum products is carried on, shall record in Form IV the description of every cylinder so kept and the date on which it was received, and shall furnish a copy of the record to the Central Commission within ninety days of the close of each year.
