Application for registration.—Every retail outlet dealer carrying on the retail sale of petroleum products shall make an application for registration to the Central Commission in Form V, within seven days of the commencement of these regulations, accompanied by a fee of ten thousand rupees and a statement of every licence held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
