Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of assistive devices dies, his legal representative shall, within ninety days of the death, intimate the death to the State Commissioner in Form III, surrender the certificate of registration to it and furnish a statement of every assistive device then held; and the State Commissioner shall enter the intimation in the register within one hundred and twenty days of its receipt.
