Application for registration.—Every shipping agent carrying on the business of a shipping agent shall make an application for registration to the Mercantile Marine Department in Form 6, within twenty-one days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every bill of lading held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
