Surrender of certificate.—Every shipping agent who ceases to carry on the business of a shipping agent shall, within ninety days of such cessation, surrender the certificate of registration to the Mercantile Marine Department in person or by registered post, and shall inform it in Form 3 of the manner in which every survey certificate held by him has been disposed of.
