Application for registration.—Every user of the national emblem carrying on the use of the national emblem shall make an application for registration to the Registrar of the Commission in Form C, within thirty days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every emblem held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
