Surrender of certificate.—Every scholarship disbursing institution who ceases to carry on the disbursement of scholarships shall, within ninety days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form VII of the manner in which every grievance held by him has been disposed of.
