Application for registration.—Every importer of liquor carrying on the import of liquor into the State shall make an application for registration to the Commissioner in Form H, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every label held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
