Surrender of certificate.—Every operator of a plant who ceases to carry on the operation of a plant shall, within thirty days of such cessation, surrender the certificate of registration to the Central Board in person or by registered post, and shall inform it in Form II of the manner in which every forest produce held by him has been disposed of.
