Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of land adjoining a railway dies, his legal representative shall, within forty-five days of the death, intimate the death to the Railway Claims Tribunal in Form B, surrender the certificate of registration to it and furnish a statement of every railway receipt then held; and the Railway Claims Tribunal shall enter the intimation in the register within fifteen days of its receipt.
