Appeal.—An appeal against an order made under these rules shall be preferred by the breeder aggrieved by it in Form 18 within ninety days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of one thousand rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
