Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any holder of a mining lease dies, his legal representative shall, within fifteen days of the death, intimate the death to the Controller General in Form J, surrender the certificate of registration to it and furnish a statement of every royalty receipt then held; and the Controller General shall enter the intimation in the register within three hundred and sixty-five days of its receipt.
