Application for registration.—Every owner of a public building carrying on the provision of access to a public building shall make an application for registration to the Commission in Form I, within sixty days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every hostel held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
