Surrender of certificate.—Every owner of a public building who ceases to carry on the provision of access to a public building shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form I of the manner in which every register of beneficiaries held by him has been disposed of.
