Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within sixty days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 4 of the manner in which every register of vehicles held by him has been disposed of.
