Application for registration.—Every publisher of a report of proceedings of the Legislature carrying on the publication of reports of proceedings shall make an application for registration to the State Election Commission in Form 2A, within sixty days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every register held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
