Conditions of registration.—Every publisher of a report of proceedings of the Legislature shall carry on the publication of reports of proceedings only at the premises specified in the certificate of registration, shall keep every electoral roll in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such electoral roll for inspection on request by the Presiding Officer, and shall not part with the certificate of registration to any other person.
