Surrender of certificate.—Every publisher of a report of proceedings of the Legislature who ceases to carry on the publication of reports of proceedings shall, within fourteen days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 17A of the manner in which every ballot paper held by him has been disposed of.
