Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the publisher of a report of proceedings of the Legislature shall apply to the State Election Commission in Form 8 for a duplicate, accompanied by a fee of five thousand rupees, and the State Election Commission shall issue a duplicate certificate marked as such within forty-five days of the application.
