Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any recruitment and placement agency for seafarers dies, his legal representative shall, within fifteen days of the death, intimate the death to the Inland Waterways Authority in Form 8, surrender the certificate of registration to it and furnish a statement of every survey certificate then held; and the Inland Waterways Authority shall enter the intimation in the register within ninety days of its receipt.
